Block Rewards and Fee Distribution

A reward is minted every 60 blocks and shared across active slots. Emission reduces 26.28% each year, so the earliest years carry the largest block rewards.
The Foundation currently operates 4 interim validator nodes so the council stays full. Each is retired the moment a new Union member takes its place, and everything those nodes earn in the meantime is burned — a new member displaces a burn, not another member's share.
